New Heritage Group in Charleville
A new Heritage Group has also been established in Charleville (Charleville Heritage Society) and their first lecture of 2015 takes place on Friday 06th February, focusing on “Cork and the Great War” with the talk being provided by renowned speaker and author Gerry White.

A distinguished collection of family portraits showing members of the Boyle family, Earls of Shannon, is to be temporarily returned to their ancestral home, Castlemartyr, County Cork. They will be officially put on display on the evening of Friday January 30th next. On this occasion Harry Boyle, 10th Earl of Shannon will be present and in conversation with Robert O'Byrne, Vice-President of the Irish Georgian Society. Harry will discuss his family's distinguished history and also show a number of late 19th century photographs taken at Castlemartyr while the house was still owned by the Boyles. This event is free and all are welcome to attend. The event will be held in the bar of the hotel which was formerly the ballroom, a superb double cube room with splendid rococo plasterwork in the manner of Robert West. Refreshments will be served. Event: Launch of the Lusitania Centenary Commemorative Events in Cobh for 2015

Additional Information: "On St. Brigid's Day, 1st February 2015, Cobh will launch four months of Lusitania centenary commemorative events that will take place along the Cork coast. This event was originally planned for 1st January.
On 7th May 1915, Cobh, known at the time as Queenstown was to witness the aftermath of the sinking of the Lusitania by a torpedo fired by the German submarine U 20. People witnessed first-hand the trauma and heartbreak as the dead, injured and bereaved were brought into a community that responded with courage and compassion. The Lusitania Peace Memorial in Cobh epitomises the efforts made by people to rescue survivors, recover bodies and comfort the bereaved.
On Sunday 1st February 2015, the carillonneur of St. Colman's Cathedral Adrian Gebruers will present a recital on the 49 bells of the cathedral commencing at 5 pm. Then a short recital by Cobh Confraternity Band in the Promenade in Cobh Town Centre will be followed by a short ceremony where the 1198 victims of the wartime tragedy will be remembered. At 6 pm schoolchildren will read the names of the 169 victims buried in the Old Church Cemetery in Cobh as the Irish Coastguard launch flares from the quayside in Cobh and from the ramparts of Fort Mitchel on Spike Island. Members of the public are encouraged to attend the ceremony".

THE IRISH IN THE AMERICAN CIVIL WAR
For those with an interest in the Irish involvement in the American Civil War, Cork's Damian Shiels of Rubicon Heritage recently delivered a wonderful address to the 2014 Tennessee Civil War Signature Event in America, marking the 150thAnniversary of the Battle of Franklin. In the Keynote Damian discussed the life, legacy and death of Patrick Cleburne, along with the stories of a number of other Irishmen who were involved in the engagement. Patrick Cleburne was born in Ovens, County Cork and became a very prominent figure of the Confederate Army and even a town in Texas has been named after him. The address was recorded by American company C-Span and they recently broadcasted the full address of c. 50 minutes which can be accessed by clicking here.
THE COUNTY LIBRARY’S “FROM THE WELL” SHORT STORY COMPETITION
The Cork County Library and Arts Service have just launched their "From the Well" Short Story competition. The competition is open to people aged 18 or over, who are registered library members. To mark the UN's International Year of Light 2015, the theme of this year's short story competition is "Light". Entrants may interpret the theme in its broadest sense and the closing date for entries is Friday 20th February 2015. Stories are not to exceed 2000 words and must be fictional. Hopefully we might see a number of fictional stories with a heritage flavour entered in the competition. For further details please see the attached document.

The dates for Heritage Week 2015 have been recently announced (August 22nd to 30th inclusive) and the theme for Heritage Week this year is "Industrial and Design Heritage". According to the Heritage Council, "our shared industrial past is a story of change, development and creativity and of the men and women who were a part of that story whether as mill worker, a dock worker or the proud owner of a motor car. Industrial heritage engages all of us and has left a legacy in the buildings, records and memories of people across Ireland, a legacy that paved the way for how we live today". Industrial heritage is a phenomenal part of Cork's heritage, just take for example the Ballincollig Gunpowder Mills, which at over 130 acres, happens to be the largest industrial heritage site in Ireland.
In terms of organizing heritage week events we are most fortunate that there are dozens of seasoned veterans in the County of Cork - those who without fail, continue to expertly showcase and highlight the rich heritage and history of their local area. However, more and more recently, and most positive to see, is an increasing number of community groups also involved in promoting their locality's heritage. Whether a long established heritage group, or new to the fold, the Heritage Council has proposed a most useful "training day for event organisers" to take place on April 9th in Dublin Castle. This event will provide a great overview and insight into the many considerations of organizing a successful Heritage Week event and more information can be obtained by emailing mail@heritagecouncil.ie.

The Sports Capital Programme (SCP) is operated by the Department of Transport, Tourism and Sport and provides grants to assist in the development of sports facilities and the provision of sports equipment.
A portal must be used by organisations to register their interest in the SCP, apply for funding (when the Programme is open for applications) and manage the drawdown of any new grants allocated after 2013. The portal also has a growing knowledge base of information on all aspects of the SCP. Registered users can also ask questions and get answers about the SCP. Garda Vetting Procedure
Garda Vetting - How it works:
Personnel who are subject to Garda Vetting will receive a Garda Vetting Application Form from the registered organisation where they are seeking a position.The applicant completes the application form and returns it to the Organisation. He or she must sign the form, thereby providing authorisation for the Garda Vetting process.
An authorised liaison person in the registered organisation sends the form on to the Garda Central Vetting Unit.
Garda Vetting checks on the applicant are carried out following receipt of the application form at the Garda Central Vetting Unit.
A Garda Vetting disclosure is issued directly to the authorised liaison person in the registered organisation.
Garda Vetting will only be conducted, and relevant disclosure will only be issued to an authorised liaison person within a registered organisation for Garda Vetting, predicated on the written authorisation of an individual vetting subject to do so in a Garda Vetting application form.
An individual vetting subject may obtain a copy of their Garda vetting disclosure from the authorised liaison person in the registered organisation to whom it was issued.
The following may be disclosed to the authorised liaison person in the registered organisation:
+ Details of all convictions not subject to the administrative filter.
+ Details of all cases pending.
+ Non convictions will be considered for disclosure where the circumstances of an offence gives rise to a bona fide concern that the person concerned may harm a child or vulnerable person.
All decisions in respect of the suitability of applicants for positions in registered organisations for Garda vetting are the sole reponsbility of the registered organisation concerned.

Stress management programme in Youghal
Stress Management programme Youghal
This is a free six week programme which supports people to learn better ways to handle common problems such as anxiety, depression, low self-confidence, poor sleep and panic attacks. Stress control is a class – not group therapy – so people do not have to talk about problems in front of others. You can sit back and learn some great ways to control stress.
The program will be delivered by Dr Jennifer Hayes, Principal Community Psychologist
.Topics covered on the programme include;

- relaxation and exercise;
- control your thoughts:
- learn to think your way out of stress;
- control your actions:
- boost self-confidence;
- control Panic;
- control sleep problems;
- control your future.
The program will commence on Tuesday the 3rd of February from 10am-11:30am at the Youghal GAA Hall, Magners Hill, Youghal and will conclude on Tuesday the 10th of March.
To have the Stress Control programme delivered in Youghal is a great opportunity. It is hoped to involve as many local people as possible in the six week programme so that they can learn effective ways to actively control stress.

News from Heritage Section Cork County Council
Hi All,
Hope each and every one of you had a wonderful Christmas and wishing you all the very best for 2015.
2014 was a most successful year from a heritage perspective. It saw a myriad of great events throughout the County, particularly during Heritage Week (the highest number of events yet in County Cork) and it was also very positive to see a significant increase in the funding of heritage through the Built Heritage Jobs Leverage Scheme (DAHG) and the operation of the Heritage Management Scheme by the Heritage Council. There is, as of yet, no news on the funding front for 2015, but as soon as there are any developments, details will be included in subsequent heritage email updates.
The Heritage Unit of Cork County Council also had a very productive year in 2014, and one of the highlights certainly was the launch of the “Heritage Houses of County Cork” publication. Many of you have already picked up a copy and thank you again to everyone involved in same and for all the positive comments to date as well. Thanks also to those of you who attended the launch on the 22nd of December and a special thank you also to the Library of Cork County Council for hosting the event. The Heritage Unit of Cork County Council is hopeful that a similar publication can be undertaken in 2015 and full details of same will be unveiled in the next few months. In the meantime, the Houses publication is available to purchase in numerous newsagents and bookshops throughout the County as well as online via the Skibbereen Heritage Centre Website – http://www.skibbheritage.com/ Shop.htm.

THE IRISH IN THE AMERICAN CIVIL WAR
For those with an interest in the Irish involvement in the American Civil War, Cork's Damian Shiels of Rubicon Heritage recently delivered a wonderful address to the 2014 Tennessee Civil War Signature Event in America, marking the 150thAnniversary of the Battle of Franklin. In the Keynote Damian discussed the life, legacy and death of Patrick Cleburne, along with the stories of a number of other Irishmen who were involved in the engagement. Patrick Cleburne was born in Ovens, County Cork and became a very prominent figure of the Confederate Army and even a town in Texas has been named after him. The address was recorded by American company C-Span and they recently broadcasted the full address of c. 50 minutes which can be accessed by clicking here.

THE KINSALE RECORD
The Kinsale History Society has for many years brought out a most interesting historical journal called “The Kinsale Record”. Volume 22 of the Kinsale Record has just been published and includes a wealth of interesting stories and facts regarding the heritage of Kinsale and further afield. Life in Kinsale during the 19th century is examined as well as Rural Unrest and Land Agitation in the Parishes of Tracton and Clontead. 2015 marks the centenary of the Lusitania tragedy and given Kinsale’s involvement in the aftermath of the disaster, including being the town where the Lusitania Inquisition was held (in the Market House, now a museum open to the public), a number of articles in the publication relate to this incident including the story of one survivor, Charles Scannel from Minane Bridge. Of course 100 years ago, World War One was upon us and the Kinsale Record covers the Great War in great detail, examining Army recruitment and local connections with Trafalgar.

The talk will conclude by identifying the main memorials that exist to the Irish who died in the War and will look at the issue of commemorations. Event: Launch of the Lusitania Centenary Commemorative Events in Cobh for 2015

Additional Information: "On St. Brigid's Day, 1st February 2015, Cobh will launch four months of Lusitania centenary commemorative events that will take place along the Cork coast. This event was originally planned for 1st January.
On 7th May 1915, Cobh, known at the time as Queenstown was to witness the aftermath of the sinking of the Lusitania by a torpedo fired by the German submarine U 20. People witnessed first-hand the trauma and heartbreak as the dead, injured and bereaved were brought into a community that responded with courage and compassion. The Lusitania Peace Memorial in Cobh epitomises the efforts made by people to rescue survivors, recover bodies and comfort the bereaved.
On Sunday 1st February 2015, the carillonneur of St. Colman's Cathedral Adrian Gebruers will present a recital on the 49 bells of the cathedral commencing at 5 pm. Then a short recital by Cobh Confraternity Band in the Promenade in Cobh Town Centre will be followed by a short ceremony where the 1198 victims of the wartime tragedy will be remembered. At 6 pm schoolchildren will read the names of the 169 victims buried in the Old Church Cemetery in Cobh as the Irish Coastguard launch flares from the quayside in Cobh and from the ramparts of Fort Mitchel on Spike Island. Members of the public are encouraged to attend the ceremony".

CORK COUNTY PUBLIC PARTICIPATION NETWORK (PPN)
Cork County Public Participation Network (PPN) -
Cork County Council is inviting all community groups / organisations to register and participate in a new community network that it is establishing to enable people in Cork County to have a say on issues that concern them. This will be known as the Public Participation Network (PPN). Online registration is now open and will continue until February 4th 2015.

Gardening Tips for schools with vegetable gardens

Plan! This is a great month to decide where and what you are going to grow this year. If you are just starting out check out our website for handy guides.
Consider building or buying some raised vegetable beds.
There’s still time to spread well-rotted manure or compost on your vegetable beds and cover them down with black polythene to start warming them up for spring sowing.
Recycle
Start collecting old plastic bottles and containers as cloches and covers, and collect toilet roll inserts to use as pots for sowing.
Order your seeds, onions sets and seed potatoes.
AMENITY GRANTS COUNTY CORK
Each Year Cork County Council provide grant aid under the Amenity Grant Scheme:
The aim of this Scheme is to support groups who wish to build/improve facilities and or the purchase of equipment that will have a minimum lifetime of 5 years costing under €20,000. Applications are handled separately for each of the County's three divisions. I will let you know when the next round of funding is announced.
Eligible
Projects for Amenity Grant Scheme:
The
type of projects that would be eligible for funding under this scheme
are:-
- Tidy Town projects
- Improving amenities/purchase of equipment
Ineligible
Projects for Amenity Grant Scheme:
The
following is a list of the type of projects that would be ineligible
for consideration under this scheme:-
- Organisations/groups that have received funding under the Amenity Grant Scheme for the last three consecutive years (with the exception of Tidy Towns Committees)
- Running costs of the projects (wages, electricity etc.)
- Projects of a commercial nature
Who
may Apply?
Community
groups and local organisations within County Cork. Proposals from
individuals will not qualify.
Levels
of Support
The
level of grant assistance will depend on a range of factors,
including type of project, availability of other sources of funding,
and the overall number of applications seeking funding under the
Scheme.
Groups may choose to combine funding from the scheme applied for with other sources of grant aid. However, the fund will not become a substitute for other existing funding programmes. In all cases, groups seeking funding will be required to generate a significant percentage of local matching funding and evidence of this funding will be sought from applicants.
When
substantial capital projects are proposed, confirmation that all the
required funding has been secured (i.e. letters of offer from
agencies, bank statements showing own funds etc.) must accompany the
application.
Where
the Group is not registered for VAT, grant aid can be paid on costs
inclusive of VAT.
Grant
aid will be paid retrospectively,
on submission of paid invoices.
Should
the full funding for the Scheme not be taken up at this time, or
should other funds become available to any scheme, a further round of
applications may be held.
Minimum/Maximum
Grant Payable for Amenity Grant Scheme:
A
grant in excess of €3,800 will be given only where the applicants
are or constitute themselves a legal entity, e.g. a company under the
Companies Acts, a Co-operative Society, a Friendly Society, Trustees,
etc. The maximum grant for any one project will be €6,348 in any
one year.
General
Conditions
The
following conditions will generally apply for the receipt of a grant
under the scheme:-
- The proposed development shall comply, if applicable, with all requirements in relation to Planning, Building Regulations and Fire Codes.
- Applicants will be required to provide evidence of their financial standing and their ability to manage any facility provided on implementation of their proposal. Evidence of title to site and evidence that all necessary statutory and other approvals are in place must be submitted with the application.
- Changes to the project, as described in the original application, must be agreed in writing with the Council in advance. Failure to do so may jeopardize the payment of grant aid.
- The grant will be reduced in the event of actual costs on completion of the project being less than the original estimate.
- The facilities to be provided shall be available for the use and enjoyment of the general public or particular groups at all reasonable times either free of charge or subject to moderate charges.
- If the project is not successfully completed, the Council will insist on repayment of any grant monies paid.
- Should the development be sold by the Organisation for profit within five years from the date of the Council’s contribution, the Council will insist on repayment of any grant monies paid from the proceeds of the sale.
- Grants must be taken up as follows:-
- Amenity Grant Scheme: within two years of notification by the Council to the applicant of allocation of the grant. The works must be completed.
Selection
Criteria
The
criteria which will be applied by Cork County Council when assessing
applications are:
- The Council will endeavour to ensure that the available funds are dispersed around the county as equitably as possible.
- Projects must not compete with privately run projects of similar type and serving the same catchment/market.
- The extent to which the proposed actions relate to an identified need and are likely to bring direct benefit to the priority areas/ groups.
- The extent to which the actions incorporate sound community development practices and principles.
- The capacity of applicants to implement the proposal.
- The extent to which the proposed expenditure is complementary and additional to current statutory support (i.e. that it will not become a substitute for existing funding).
- The local contribution towards the project (in terms of finance, time, personal commitment, other in-kind contributions).
Acceptance
of Grant Offer
- A legally binding agreement must be entered into between the Council and the body receiving the grant, dealing with the conditions of the grant.
- Any grant offer must be accepted in writing within 3 months of notification of the grant offer. Grant offers will lapse in the absence of such acceptance.
- The applicant must comply with Tax Clearance procedures.
- Progress reports and statements of expenditure may periodically be required for larger projects.
- Before final payment, the County Council may require a site inspection to ascertain that all work has been carried out.
Drawing
down grants:
The
maximum level of grant aid payable under the Scheme to any applicant
from Cork County Council is 75%. Therefore, a minimum contribution
of 25% is required from local Communities. Invoices and receipts to
the value of 125%
of the amount of the grant must be submitted when claiming payment of
the grant monies.
Tax
Clearance Procedures
Grants
under €650:
No
tax clearance needed.
Grants
from €650 to €6,500:
The
group will be required to supply a tax reference number & name of
tax district dealing with their affairs.
The
group will be required to sign a statement indicating that the
organisation’s tax affairs are in order.
Indemnity
All
buildings must be covered by a fire insurance policy, which fully
indemnifies Cork County Council.
Applicants
will be required to indemnify the Council against all and any claims
arising from its involvement with the project.
Applicants
should have appropriate Public Liability Insurance and, where
necessary, Employers Liability Insurance and should ensure that any
Contractor employed by them has an adequate level of cover. While
the Council does not require copies of these insurances, this does
not exempt the firms or groups from their insurance requirements, nor
does it exempt the group which is receiving the Council grant from

Acknowledgement of Council’s Contribution
The
applicant is to publicly acknowledge the Council’s contribution
towards the amenity, details to be submitted to this office, and the
Mayor of the County of Cork or nominee of the Mayor should be
involved in any official opening of the amenity, so as to reflect the
Council’s involvement.
