To assist people in separating their food waste, a supply of food waste caddies, each with a starter pack of caddy liners and an information leaflet will also be available for the public, throughout the week-long campaign, at all libraries and mobile libraries across the county.

This year’s campaign aims to ensure that people understand that food waste needs to be fully separated from all packaging such as plastic or other containers to prevent contamination at the compost and anaerobic digestion facilities leading to higher quality recycling.

Grants totalling €520,000 to enhance water quality in streams, rivers, lakes, and coastal communities

Grants totalling €520,000 to enhance water quality in streams, rivers, lakes, and coastal communities

A total of €523,000 – through 142 individual grants – has been awarded from the Community Water Development Fund , to support local community efforts to enhance water quality in streams, rivers, lakes, and coastal areas around the country.

The fund is administered by the Local Authority Waters Programme (LAWPRO) with funding provided by the Department of Housing, Local Government, and Heritage. The funding follows the 2023 open call that saw 142 successful applications from across the country. First introduced in 2018, this fund supports the delivery of projects and initiatives by local communities and groups that aim to enhance local water bodies to benefit water quality, biodiversity, and communities. The number of applications received by LAWPRO has increased steadily since the grant scheme was first introduced.

The total amount sought in 2023 was twice the grant amount available. This has been an ongoing trend in recent years and is considered a good indication of the growth in the number of community groups developing and leading on projects that enhance the quality of local water bodies.

Types of projects approved for funding this year include:

- River and habitat enhancement work, such as planting of native tree species and hedgerows, pollinator friendly planting, river-bank stabilisation, fencing and installation of riparian buffer zones.

- Match funding for large LEADER funded projects with water quality and biodiversity elements.

- Preparation of local plans such as feasibility studies, habitat management plans, ecological surveys, and biodiversity action plans.

- Awareness raising initiatives such as river clean ups, biodiversity information boards, citizen science workshops, outdoor classrooms, rainwater harvesting, and enhancement of wetlands.

This year, an additional €20,000 was awarded as part of the Blue Dot Catchments Programme. The Blue Dot Award for 2023 was shared between two groups; IRD Duhallow in County Cork and Camross Tidy Towns, Co. Laois. Blue Dots are catchments which are mostly unpolluted and contain Ireland’s best quality waters.

Full details of grants awarded are available online.

€20 Million Fund for the construction of new Community Centres

€20 Million Fund for the construction of new Community Centres

The Minister for Rural and Community Development, Heather Humphreys TD, has launched the 2023 Community Centres Investment Fund, which will see €20 million invested in new and ambitious community projects in our towns and villages.

For the first time, funding of at least €1 million will be invested in projects that are shovel ready and which are in areas that currently lack community facilities.

This builds on the highly successful 2022 initiative, which delivered an investment of over €45 million to renovate and upgrade over 850 projects the length and breadth of the country.

Announcing the details of the 2023 scheme, the Minister said: ‘Our community centres are the lifeblood of our rural villages and indeed our urban centres. They are places that bring people of all ages together. Places where our young people come to socialise and meet up with friends, to take part in activities ranging from soccer to snooker and drama to dance. And they are places where our elderly people come simply for a chat – sometimes the only chat they will have on any given day. As Minister, I have placed a huge focus on developing and improving community centres nationwide’.

The Minister continued: ‘This year I want to shift the focus of the Community Centres Investment Fund to new builds. This is because I know that we have towns and villages, particularly in Rural Ireland, that have no community centre whatsoever and therefore couldn’t avail of the 2022 funding. And so, I’m delighted to announce €20 million to support communities with shovel-ready plans to build new community centres. I want to assist community groups striving to build their own community centre and to service local needs. I’m excited to see the kind of applications that will be put forward and I’m urging communities to work with their local authorities in submitting ambitious plans. I in particular want to see plans put forward that will make these communities better places to live, work, visit and raise a family.’

The 2023 New Builds Measure is for new build community centres on brown/green field sites with grant funding of at least €1 million available per project. Funding for renovations or refurbishment of existing community centres is not eligible but can still be accessed through the Department’s CLÁR Programme, Town and Village Renewal Scheme or LEADER Programme.

The Minister continued: “I know the vital role that these centres play at the heart of each community in bringing people together and engaging with those who may be marginalised or disadvantaged. This Fund will target areas which do not have an appropriate facility to meet the needs of their area. It is important that we build strong and safer communities and that we provide such facilities to meet the needs of communities into the future. So I would encourage communities which have shovel-ready projects to apply for funding under this initiative.”

Details of the Community Centres Investment Fund – New Builds Measure are available on www.gov.ie/drcd with the closing date for applications on 3rd July 202

CORK COUNTY COUNCIL SEEKS PUBLIC ENGAGEMENT ON NEW CLIMATE ACTION PLAN

CORK COUNTY COUNCIL SEEKS PUBLIC ENGAGEMENT ON NEW CLIMATE ACTION PLAN

Climate Action Plan

Cork County Council is seeking public engagement on the first stage of a new Climate Action Plan for the county. The consultation will inform how we can best tackle the challenges posed by our changing climate, while working to meet national targets for reductions in greenhouse gas emissions.

Cork County Council has published a Baseline Evidence Summary Report which contains Baseline Emission Inventory information and also examines how the climate in County Cork has changed in recent decades, while also showing the risks of impact that future climate change may cause.

Findings include;

  • sea levels in the Cork Harbour area have risen by approximately 40cm since 1842
  • annual average rainfall at Cork Airport increased by 3% between 1981-2010, compared to the same period 1961-1990
  • the Rosscarbery flood of 2020 involved 230mm of rainfall, the highest recorded since 1961

The report also predicts an increase in the average temperature of between 1.1 and 1.5 degree celsius for Cork County by 2050, resulting in an increase in heatwaves and droughts. Coastal flooding and erosion is likely to become more frequent, unless action is taken to reduce emissions.

The report was presented to Full Council on Monday, April 24th by the Mayor of the County of Cork, Cllr Danny Collins.

Cllr Collins is asking for public engagement on this important matter and for everyone’s voice to be heard, “We are encouraging everyone to get involved so that communities, bodies, groups and other stakeholders can be part of the development of our Climate Action Plan. Cork County Council recognises the wealth of local information throughout the county and we want to work together to gather as much information as possible to ensure that we all play our part in supporting our county’s climate ambitions”.

Cork County Council expects to use its influence as a local authority to lead the fight against climate change with direct support from the people living in County Cork.

The final plan, when published, will show how the Council can work to influence, facilitate and coordinate the climate actions of communities and other stakeholders.

Members of the public are being asked to make submissions on how the Council can best transition to a climate resilient, biodiversity rich, environmentally sustainable and climate-neutral economy.

Chief Executive of Cork County Council, Tim Lucey highlighted “Climate change is one of the biggest challenges facing our citizens, and one in which everyone bears a responsibility to do their part for future generations. The development of this Climate Action Plan marks a new chapter for our climate ambitions which will allow us to build on the large amount of work already underway and create a specific Climate Action Plan for Cork County, reflecting national climate objectives but making them real at a local level.”

The Baseline Evidence Summary report is available online at www.corkcoco.ie

and where submissions can also be made from Monday 24th April to Sunday 21st May inclusive.

Cork County Council is required by statute to adopt the plan before the 24th of February 2024.
