Ahiohill, Dromahane and Skibbereen nominated for the Pride of Place Awards 2020

Cork County Council has nominated three entrants for the IPB Pride of Place Competition (in association with Co-Operation Ireland) for 2020.

This is the eighteenth year of the Pride of Place competition which has enjoyed tremendous success and continues to grow in prestige and popularity year after year.  The purpose of the competition is to acknowledge the great work being done by communities all over the island of Ireland.

The entrants are Ahiohill Tidy Towns in Categeory One (Population under 300), Dromahane Community Park Group in Category 2 (Population 300 - 1,000) and Skibbereen & District Chamber of Commerce in Category 4 (Population 2,000 – 5,000).

Ahiohill Tidy Towns was founded in April 2018 and swept up the National Tidy Towns Endeavour Award for Cork West the following year and Group B in West Cork in Cork County Council’s Anti-Litter Challenge. The group was successful in its application for Clár funding in the same year for the implementation of safety measures at Ahiohill National School. They have developed the “Ahiohill Walks” series of historical walking trails and are working with St. Oliver Plunketts GAA Club, Coilte, and Cara Lodge to improve biodiversity at the local GAA grounds.

Dromahane Community Park Group (DCPG) was founded in 2013 following the announcement that a 6.4 acre site was purchased by Cork County Council for development of an amenity park. DCPG represented the community’s needs and hopes for the park and the engagement they fostered with the entire community shaped the direction of the amenity park with respect to people’s needs. They have worked side by side with other institutions central to community life in Dromahane to develop and implement a strategic plan for their community and have secured over €500k in funding for the park and the village.

While established to represent the business community, Skibbereen & District Chamber of Commerce is heavily engaged in developing the town as a destination that welcomes locals and visitors alike. The Chamber sponsor and support numerous community group projects and festivals and work alongside Cork County Council on public realm projects.

“The response to Covid 19 brought community spirit and social solidarity to the fore throughout Cork County, and such work has never been more deserving of our recognition and admiration.  The County of Cork has always had incredible representation in the Pride of Place Awards, and in at least this respect, this year is no different. The groups nominated by the Council are excellent examples of what we can do, as a community, when we work together to support one another and improve the quality of life in our locales.  In place of the traditional judges visits to the nominated communities, the judging for this year’s competition will instead take place online and is due to conclude by September 30th. Cork County Council is proud to support our local communities and wishes everyone the very best of luck.

Launch of €72,536 Community Enhancement Programme 2020 for Cork County

Cork County Council is inviting applications from community & voluntary groups for funding under the Community Enhancement Programme for 2020.

The scheme provides a flexible and targeted approach to funding communities most in need and supports a range of investment in all areas of the community to either kick-start, advance or complete a range of worthwhile projects. The total amount available for Cork County in 2020 is €72,536.

Mayor of the County of Cork, Cllr Mary Linehan Foley, also encouraged community groups to apply, saying,

“This scheme offers funding support to communities across Cork County to help them to enhance facilities through the purchase of equipment, tools and a range of other improvements in keeping with the ethos of the scheme. Community groups do such incredibly valuable work and I urge them to familiarise themselves with this programme and to apply for funding if it can benefit their communities.”

Examples of eligible capital expenditure under the programme include youth clubs or facilities, sports and recreation facilities, development and improvements to community centres and common areas, once off maintenance of premises (not including regular maintenance), upgrades to community amenities/equipment and energy efficiency type projects.

There are two types of grants available under the programme i.e. small scale capital grants up to a maximum of €1,000 or less and capital grants in excess of €1,000.

CanTalk Free online support groups

  

CanTalk has gone online and is offering free online support groups to any adult affected by cancer in any way by cancer from the comfort and safety of your home.  Thanks to volunteers, who are willing to adapt the service, CanTalk will be holding weekly support group meetings via Zoom as Covid Restrictions make it impossible to continue face to face groups for the present.  You don’t have to do this alone.

Meetings will be held on Tuesday evenings starting at 7.30pm.

The Community Support Groups will be as follows;

§  1^st Tuesday of each month: We call this the Cancer Warriors Community Group.  It is for any adult diagnosed with cancer, newly diagnosed, in treatment, in remission, cured or with a life limiting diagnosis.

§   2^nd Tuesday of each month: We call this the Cancer Carer Community Group.  It is for parents, spouses, partners, family, friends, colleagues and carers supporting someone with cancer.

§   3^rd Tuesday of each month: We call this the Cancer Bereavement Community Group.  It is for any adult bereaved through cancer, and at any stage of bereavement process.  Sometime members move from group 2 to group 3 if they have suffered a loss through death of their loved one.  Be sure that you will be supported.

§  4^th Tuesday of each month: ‘TIME FOR TRANQUILLITY.’ 45 minutes of Mindfulness for any adult affected by cancer.  Suitable for any members from of the Community Groups above, as well as past attendees and adults who have not attended, or don’t wish to attend any of our other groups.  All welcome to relax from the busyness of the world and to stop and quieten your mind and body.

Cork County LCDC's

The aim of LCDCs is to enhance the strategic planning and coordination of local and community development activity. LCDCs comprise public and private sector members, including Local Authority members and officials, state agencies, and private sector local and community development representatives.

Functions

The key functions of the LCDCs are as follows:

• Prepare the community elements of a 6 year Local Economic & Community Plan (LECP)
• Implement, or arrange to implement, the community elements of the LECP
• Monitor implementation of the LECP
• Coordinate, manage and oversee the implementation of local & community development programmes, for example: SICAP and the Rural Development Programme
• Improve coordination and reduce duplication of efforts
• Consider a draft of the economic elements of the LECP Plan and adopt a statement in this regard
• Prepare an annual report

Cork County Council has established three LCDCs, aligned with the local government administrative boundaries of North, South and West Cork. Each LCDC can have between seventeen and nineteen members. There must be a mix of both public sector and private sector representatives, with the majority of the members coming from the private sector.

Town & Village 2020 Scheme

The main strand of the Town and Village Renewal Scheme for 2020 is now open for submission of Expressions of Interest.  The fund will operate on the same basis on previous years, albeit with a particular focus on delivering an economic dividend and enabling towns to respond to Covid-19 challenges.  Proposals should be developed in conjunction with your Local Municipal District Office.

 

Please find attached the Scheme Outline, a condensed Summary of the scheme, and the Expression of Interest forms to be completed and returned to townandvillagerenewal@corkcoco.ie by 4pm on Friday July 17^th to allow adequate time for consideration of the proposals and shortlisting of applications to be drawn up, and final  applications to be prepared for submission to the Department by the closing date.  Please bear in mind that the scheme is also available for smaller villages and is not limited to the larger County towns.

 Objectives and Eligibility

The fund will operate on the same basis as previous years, albeit with a particular focus on delivering an economic dividend and enabling towns to respond to Covid-19 challenges. The scheme continues to support public realm activities and the enhancement of town centre amenities, however this year towns and villages most in need of support will be prioritised and towns and villages that have not previously been funded under the scheme will benefit.

All projects approved must be ready to commence as soon as approval is granted, with the ability to deliver within a realistic timeframe e.g. 12-18 months. Where possible, it is advised that any relevant planning permissions, surveys or studies are in place prior to the submission of an application, to ensure there are no delays in the commencement of the project.

Categories of Towns:

Category 1 (Primary focus) – Towns and Villages with population up to 5000 will receive at least 60% of the funding

Category 2 – Towns and Villages with population 5001-10000

Application Process:

The Local Authority will be required to complete and submit the following by August 28^th 2020.:

·         An individual application form for each project

·         An application overview sheet

·         An expression of interest overview sheet

Types of activities that will be supported (not exhaustive)

·         Projects that can respond to COVID-19 challenges and aid the economic and social recovery over the medium term.

·         The development of initiatives to encourage town centre living.

·         Initiatives which attract increased footfall to the town/village, including those associated with tourism activities.

·         Repurposing of existing buildings in town or village centres to facilitate remote working and/or other community use.  

 ·         Branding and promotion of the town/village to attract new customers and/or business investment.

·         Town safety and accessibility enhancements.

·         Car parking improvements expressly designed to encourage increased footfall in town centres.

·         Projects that support improvements of Broadband Connection Points (BCPs), and enterprise and remote working hub facilities, to address factors contributing to low occupancy rates.

·         Provision/enhancement of local recreational facilities (e.g. Town Parks, walking trails linked to the town/village).

·         Enhancement of streetscape and town environment.

·         Shop/House front enhancement (especially if done in parallel with other Local Authority Schemes focused on such improvements).

 

Activities need to have a clear benefit and a visible impact for the town/village concerned and need to be capable of being delivered within a realistic timeframe.

 

Activities that will not be supported

·      Where the Local Authority is aware of difficulties in obtaining the appropriate planning permission or other permissions/leases necessary for the successful delivery of the project.

·      Support for a single private enterprise – projects that collectively assist private enterprises within a town or village are acceptable

·      Purchase of land or property.

·      Incomplete projects - Phases of projects are acceptable but the project must be operational after completion of each phase funded.

·      Ongoing operational costs.

·      Projects that don’t demonstrate consultation with community.

·      Projects more appropriate for funding under CLÁR, the Local Improvement Scheme (LIS), the Outdoor Rural Infrastructure Scheme (ORIS) or the RRDF.

 

Grant Level

Maximum Grant Level is 90% of the total cost of a project. The remaining 10% match funding must be contributed by the Local Authority and/or the Community and/or Philanthropic contribution. This can take the form of 5% cash (minimum) and 5% in-kind contribution (maximum)

The minimum available grant is €20,000 and maximum is generally €100,000. A higher maximum of €200,000 can be considered for a small number of projects that can present a robust case for demonstrating exceptional benefits to a town. It has been proposed that an indicative 20% of funding will be ring-fenced for such projects.

Professional and Local Authority administration costs are allowable but should be kept to a minimum. They must be clearly detailed in the application and are only permitted up to a maximum  of 10% of overall project costs.

Payment Schedule

Funding must be drawn down in up to 3 phases. Any individual claim must involve at least 20% of total project costs.
